Not half bad considering the price, but I haven't got a high end one to compare to. I like it well enough, but very quickly escalated from the safety on at 1, to safety off on 'efficient' mode. Definitely puts a dent in the hair growth, I've only needed to shave my legs maybe... once? Since using- I've had it about a month. Not so hot for getting the fine hairs, and it takes a couple passes to even get the normal ones, but I can't be too mad about it. Seems fine enough for a beginner epilator, and its sold me on the idea that I am committed to doing that for hair removal so.

As for pain, you get used to it pretty quick. That safety bar definitely helps the skin adjust, but can get in the way of actually removing hair. Everyone loves the light, I can see why
Think these are pretty solid on the 'you get what you pay for' scale, so for anyone uncertain about the experience it might be worth it, but if you're already sold on the idea I'd go for a mid-higher range.
For reference my hair growth is mild, average thickness, and dark hairs (so less light blonds to worry about).

My old epilator (15 years old) started losing its tweezers so I replaced with this. For the price it does the job you would expect.
